在编委会提供的术语字典中，把Jurisdiction译作区域医疗管理机构，我同意。万国主任主张译作“辖区”。辖区更多的是地理概念。但文中Jurisdiction经常与Stockholder, Provider并列使用，实际上与美国的RHIO的概念很类似，实体、角色的概念更基本一些。当然，某些上下文环境下译作“辖区”也可以，更简练。

Jurisdiction 是否带有行政区划方面的含义，且有别于常见的region
如果是这样，“区域医疗管理机构”可能过于狭义或具体

从第3章的前后文来说。
“辖区”的译法似较合理。
有行政管辖权下的地理区域范围的含义。

区域医疗管理机构当初是我翻译的，主要的考虑是1.Jurisdiction主要负责医疗卫生事务 2.权利范围限定在一定区域范围内.3.类似国内各地卫生局的角色，但主要关注Provider的业务。"辖区"的翻译比较简短好读、好理解。我同意这么改，同时，建议每处修改要注意上下文的表达一致。
